No, the incoming ring voltage provided by the landline does that. I just don't have a landline, so I had to improvise.
huh is that what they are i removed them from my house 2 or 3 years ago i thinkThose of us of a certain age will remember the 2 separate wires and insulators fastened to the side of the house.

Everything up to and including the main box belong to the phone line supplier. The rest belongs to you, so you are not allowed to fiddle with the main box or wires to it. 24v seems a bit excessive for testing, I seem to remember 9v being the voltage that phone lines run at.
I think I measured it at 48V a while backTelephone lines run at 50 volts.
