Yes it is handled by the exchange. Ring voltage is superimposed on the line and being AC is not blocked by the ring capacitor, therefore allowing it to power the bell. When you lift the handset, it changes the impedance seen by the exchange and so turns off the ring signal.

The power of Television. first thing I thought of when I saw that candlestick phone was "Arrden Hoose"

so today I cut a hole in the wall wired up a slave phone jack wired up the old candle stick phone, wired up the bell and made a mount for the bell components, called the new phone and it is all good. Thanks so much to @CoValent for the bell mechanism and all the other people that commented with advice on this resto project the mrs loves the phone it is a good memory of the aunt I am sure the rest of the family will love it too when they visit.

is it normal for the bell to tinkle a little when you dial a number? I do not remember that happening when I was a kid
