This is done on lines, where there's not much traffic. Rusty rails interfere with the detection loops. A stainless zig-zag is welded on the rolling surface, this preve,nts rust and guarantees a good electrical contact between the tracks and the wheels. Typically done with 307 or 309 SS. (Both indeed are high Chrome rods)Used to put a zig zag weld on the rail top to improve track circuit continuity, particularly in bay platforms where idling diesels contaminated the rails - I never did it myself but was told the rods had a high chrome content.
