For what it's worth, here's some info on they do it in Belgium.
Mainly, ther's 2 kinds of steel used in RR track.
the track itself, is low-alloyed steel but with a high carbon % (pearlitic structure - 0.7%C). gets resurfaced where there's local wear (like wheel burns, or fatigue cracks, or vertical wear near joints). Filler metal is either rods of self-shielded FCAW wire at around 350HB. 350°C preheat, due to the high C%
Frogs are Hadfield steel, or manganese steel (13%Mn). to be welded as cold as possible, because it forms a brittle structure (C-precipitates) when hot. butter layer with 307, filler is also a 13%Mn rod, as commonly used for recharging excavatot buckets.

This is done on lines, where there's not much traffic. Rusty rails interfere with the detection loops. A stainless zig-zag is welded on the rolling surface, this preve,nts rust and guarantees a good electrical contact between the tracks and the wheels. Typically done with 307 or 309 SS. (Both indeed are high Chrome rods)
The last 15-20m of track in platforms 7 and 8 at Carlisle are like that. Always wondered why they were done this way. Makes for interesting braking towards the buffer stops if it's been raining!
