interesting vice -- seems halfway between a classic bench vice and a machine vice.
looks like a trace of red paint -- original?
would this be from early 1900s? I believe Premier was a British make but don't know from where or when
but can't decide if I should paint it or not. Opinions welcome.

I agree --- if anyone in the future wants to know about this colour, it's there somewhere even if you've exercised your right to do anything with the looks of the vice.
But I'd still not choose to paint it purple with white painted jaw inserts. Or even Kermit green and yellow. However it's your vice.
Many years ago a neighbour overseas passed away and left the house to his grand son, who painted the house purple, and the railings and window frames yellow. Every time I passed by I wanted to barf, so I can guarantee no vice I have will ever be subjected to this kind of cruel treatment.
