Oh dear what a pain that is going to be. DON'T be tempted to take apart the rotary switch (there have been enough post of "well it took the switch apart and now I have a bag of bit" or "where do all these wires go"
and believe me trying to talk some one through putting it back together via post on a forum is no fun 
First thing to note is that the wires for the power selection on that switch are not usually in a strict logical order even though there may be markings on the switch !! They may also link one part of the switch to another via a strip / link (I can see two in your pic). As I said before the schematic I posted is not same as your machine because it has a separate ON/OFF switch and the L1 and L2 are the power selections and would be one switch with two position (say Hi/Low) and other switch three positions (say 1, 2, 3) giving 6 power settings.
Will try and find a diagram that more matches your machine.

One thing too try is with power connected try the rotary switch in all the (6?) positions and listen for fan (assuming you have reconnected it!
Reason: As the power ON is switched though the rotary switch then could be you have SOME faulty positions but not all. Or did you already try that ?

With machine disconnected from mains. If you disconnect the brown and blue on the switch then with your meter set on Ohms (lowest setting or if you have a beep function use that) then connect one lead of meter to where the brown was and select power setting 1 now with other meter probe touch each of the terminals on the switch. One if them should give a circuit (beep or low reading on ohms) If it does using a marker pen mark that yellow sleeve with the number 1, continue doing this so all 6 (?) are marked. If the above works then move meter probe that's on where the brown use to be and put it on where the blue was and now go round the terminals on the switch and it should not matter where the power switch is as they should all give a reading but it will be a bit more than a low reading.

Did you try the test by connecting test lead to the blue and going round the connections ?
If that beeps ok then the main transformer should be ok and you may have a broken contact inside the rotary switch.
On the switch should be a lable or two. Note down any and all details from the labels and it may be possible to look-up the switch.

have you done a continuity test on the mains cable ? you should be able to use a resistance setting to find where the power stops dead with the machine unplugged

So from your readings the transformer looks ok.

is it just the picture or is the switch drooping at the rear ? if so it may just need tightening up

Bit confused by theses reading (and where you are metering.
If you connect one meter probe to the mains plug (unpluged from socket!) Live pin and other probe to the Brown wire that went on the rotary switch and machine set to OFF, you should get a "beep"
Then same test but from the mains plug Neutral Pin to the blue wire that went on the rotary switch (machine still set to OFF) again you should get a "beep"

Had a look there Mike,while it looks like it might do unfortunately it doesnt state or show how many positions are on switch.I had viewed other similar switches on the web but these showed just 4 position whereas my switch is a 7 position switch 0(on/off) then 1 2 3 4 5 6 for power setting.Switch is level (frame on slight incline) and mains lead is okay
