Test your diodes with a multimeter.
Test your capacitor with a multimeter.
Usually low output is result of fail diodes.
Resistance check pos and neg legs from transformer to each end.
Testing for high resistance.
Disconnect at transformer and check for a short between.
Divide in half, then again to establish how far fault is.
