On the pump it will tell you the current it draws 4,5,6 amps
Base your step down transformer on that.
Id imagine your going to buy a cheap eBay one. If that's the case I suggest you overrate it by a good lump because from experience cheap step down supplies don't like the motor start up. I bought a cheap one for my fronius Cooler. It was crap so I bought a posh one which starts the pump lovely now.

Anyone tried using a PC water cooling pump?, not sure if it would have the pressure needed but at 12v and very, very reliable quiet pumps and flow rate can be set via 1-5 dial
Had one running 24/7 for over 4 years with out one issue.

That's confusing, it says "Maximum head 10 feet", which is around 5 psi and definitely not suitable, but it also says "Maximum pressure 50 psi" which is just right.

It says "well adapted to high-flow systems using 1/2" ID tubing", tig torches have much smaller ID tubing and not a particularly high flow rate so I don't expect it to work well.

I was hoping that with small size tube the pressure would go up to the 50PSI ?, I have a spare one here but know nothing about Tig torch water cooling.
