I think we're talking dusk, which is a much more nebulous concept than sunset (and sunrise is surely irrelevant?). My little weather station says sunset in London today was 1619.The UK data says that today the sun rose earliest in Islington at 07:58 and last in Glasgow at 08:36 ...
... sounds somehow different from your data ...
... but I'm sure what you say is true ...

Once upon a time, we used to have "lighting up time", which was the time car headlights should be turned on. I think it was half an hour before sunset.
Half an hour after sunset makes a lot more sense in the concept of dusk.1/2 hour after sunset, not before.
Highway code 113 (I find it odd that you strictly don't have to use headlights in street-lit areas)
You MUST

The HC used to say you could drive on sidelights in a well-lit area. I once got reported by a Plod for driving my Simca van 100 yards down the local High Street (the widest one in England) on sidelights. If that street wasn't 'well-lit' I'd (still) like to know what would qualify. Got a caution - that said, these days I am pretty anal about making sure the car lights are on.1/2 hour after sunset, not before.

Hah. Coming back from the south coast, then Lunnon, in an Escort van, I noticed the alternator light came on at the start of the M1. I merrily continued on my way on sidelights only, to preserve the battery. That section of the M1 was the most utterly lit-up road in the country but it was surprising the number of eejits on the other carriageway flashed me, for not having headlights on. Jeex, it was like daylight on the carriageway.1/2 hour after sunset, not before.

Back in the 90s i used to walk to the pub in the next village... i had a torch made from a car fog light and a pack of cyclon lead acid cells.... drivers seemed to dip their lights for me!I get annoyed when walking home from the pub at how many cars driving towards me have their main beams on, often in the area that has street lighting. I resist the temptation to make rude gestures (a mate once did that, and the car stopped for him and the driver to have a "frank exchange of views") but theatrically cover my eyes and mouth stuff at them. After all, I don't have lights when I'm walking, and I can see perfectly well, so modern dipped beams should be plenty. I'm on the footpath, I should add.
I blame auto-dipping headlamps, probably more than ignorant drivers, though I may be being too charitable.
