It would appear that some of the "welding" was to secure the vice jaws that had somehow lost their screws. What animal uses a bench vice to test their welder on
Get it into a citric acid bath and get some flap discs at the ready
Did you find that during one of your scuba diving trips? It would appear that some of the "welding" was to secure the vice jaws that had somehow lost their screws.

Looking better already.Did you find that during one of your scuba diving trips?
That’s come up wellLooking better already.
Next job, make a new pair of jaws. After removing the old jaws I realised why they weren't bolted on - the holes didn't match. Looks like they were borrowed from a different vice.

Yep, same one. Took about 2 hours, not including lunch break. I'm not getting paid per hour!Is that the same vice?
My main vice is a similarly sized record 23 QR. I have brass covers to slip over the jaws when needed. The vice cleaned up very nicely.
Just a thought: If you have other vices in your shop with steel jaws, you might consider making the new jaws for this vice out of brass or bronze for gripping steel parts without marring them. Make them a little extra thick and also a bit proud of the top of the vice. They're easy to flatten again after they get dinged up with use.
Rougher than a plasterers radio
