Today i got a used panasonic tough book as it is way better than my new laptop with windows 10 and a skip near me had a galvanised bucket in it with a metal plate on the top and another one a few inches down, no clue what it is for...

No idea but likely from some sort of glass cutting machinery. Is it good enough for your application?
I think the "bucket" is a water trough for hens, fill up, lay on side and the water doesn't overflow but as the hens drink the water level stays constant.

The manufacturer claims "Infinite resolution" so yeah, I think it'll be good enough.
Not sure exactly what I'd do with it, maybe a read out on my top slide or tailstock. 
EDIT: Actually, I've thought about making a small geared motor to go on the top slide to feed more steadily, that would make a perfect feedback sensor.
My maths was miles off,
Sorry it's £60/tonne where I am for steel (well car scrap)
So would be £1260.

I was thinking on those lines, but the water would come out due to the size of the opening. It may be used for solid feed though?

Not today, but yesterday I got this little haul from a boot fair stall.
Three Moore & Wright calipers, 3 Qmax chassis punches, A Jacobs No3 chuck key, Eclipse small tap wrench, Millers Falls tap wrench, some whitworth thread gauges and a pair of sorry-looking vee blocks all for £10

Not as much steel as Welderpaul but I am pleased with this lot for a tenner. MT4 taper reamer. Morse taper sleeves, extenders, reducers running from MT2 to MT5 in one configuration or another plus a few MT3 drills. The biggie is 35mm turned down to an MT3 taper. There's also a 27mm and a few Imperial sizes I haven't got. 63/64" is only midges' off 25mm too. The dead centre with the brass halo appears to be home made MT4.
