As you can buy inert rounds from most military themed museums I would say he’s ok. If I recall you can own the the parts of a bullet without a licence but once you assemble the whole thing it becomes ammunitionBest check the wording of the law, from memory its ammunition makes no mention of live or not so depending on copper / magistrate it could be an offence
