Ok heres my proper suggestion,it takes time but i know it works.
What you need to do is stave it of moisture sometimes not easy if its got aerial roots(ie Ivy)
Rock salt is the key here,go find one of those bins marked GRIT
Cpl of buckets will do
Cut the main stem/trunk as close to the ground as poss,dig a sort of moat around the stump and pack it with grit(salt)
If poss try and wedge half a bucket of grit of the cut stem/trunk in this,pour some boiling water in there to release the salt
Now its a waiting time can take up to 6 weeks but it does work seen it done on serious ivy growth and old tree stumps
The salt will stave the plants moisture and kill it
Now i know you'll still have the problem of it being up there but in time the thing will rot away

The top end of my exention ladder at gutter level is as far a I dare climb. So far I have tried a high powered pump action water gun (from the toy store) filled with sodium chloride weed killer. This failed due to the water jets not reaching the plant.

He can get a 10ft jet from a pump sprayer and Round Up will kill the plant from leaf contact.
