what about welding car floor panels, when there's a fuel line running under it?
dissconnect the fuel line and blow through with diesel exhaust fumes. Then fill the lines up with water and do the welding?
No great problem. Just drop the fuel line to give a few inches clearance.
Where this isn't possible either remove the pipeline entirely in that area, or isolate it with something like thickish alloy or copper plate that will disperse heat quickly.
Even if it gets a bit warm it will only get a vapour lock as the petrol expands, it won't suddenly explode unless you burn the line open and the vapour and air mix get ignited. Best to avoid any possibility of this by playing safe and dropping or isolating the pipe.

As Keith said but as an alternative to an alloy / copper isolation plate barrier, just drench some rags in cold water and wrap a good wadding of them around the pipes. As long as you've dropped the pipes away from the floor panel then the wet rags will stop transfer of any heat directly onto the pipes.
