Years ago I did a commercial acquaint course in a freezing cold flooded dry dock, Leith Docks. I had a few tasks to do, including wet welding, rods are basically wax coated, of course water distorts when viewing weld pool. Also did Broco burning, now that is awesome.
Broco now banned within North Sea and, further afield, for danger to diver and, no wet welding done within N Sea sector, all hyperbaric and, mostly automated processes used.

Such a long time ago, IIRC, DC power source for both (MMA & Broco) Broco burning required a copper plate clamped to earth return, burning rod was struck of plate, once fired up, via comms to surface, to kill power to strike plate, by use of knife switch.
Both electrode holders were pistol shaped.

Broco stinger was a single hose unit, which facilitated oxygen only. Power lead was like an earth return, where I ignited burning/thermal lance onto copper plate, which was clamped to plate.
Ease on oxygen, rods fire up, knife switch kills power, as no longer required. On shore, use of CDI (chemical start) capsule. Image you posted, is perhaps a more modern stinger?

007 got there first...I did try it once, but when the welder fell off the toilet seat and into the bath it tripped the RCD so I thought it best to stop there

There's a video on YouTube somewhere of them in an underwater chamber, the atmosphere is modified to contain helium in place of Nitrogen, when they're cooking the water won't boil until 400°C because of the pressure, oh and they talk funny
