I've given more than two examples already. It's not rocket science, just read it.

Like Tom I switched to using second hand multi stage regs a few years ago & I too have noticed how much less gas I'm using.
I think we may be using the term 'gas surge' incorrectly but when using a single stage reg you definitely notice a big 'surge' of gas when you start welding that drops off to the set flow rate after a second or 2. It's as if the reg leaks a bit and builds up pressure in the gas hose between the reg & the gas solenoid. Using a multi stage more or less eliminates that 'surge'.
Adding a flow meter also helps you set the flow more accurately to avoid excess gas usage.

Just wanted to make sure it is a fault and not some acceptable thing. I seem to have issues with everything I buy, not actually everything but a lot of stuff.
ive never heard a reg make any noise other than a hiss , then I bin them , but as they are out of date to start with ,, no odds ,,, send it back and let them check it .
If you disconnect the gas hose from the welding machine does it still make the noise? You may need to adjust the flow to make it happen.
It's a fault, I would take it back. A fair number of Unimig gauges make a noise similar to that. It surprises me that a Harris regulator would.

I will do some testing, the seller has told me to wind the knob in and out a couple of times. If it doesn't fix it they said to phone Harris/Ausweld
A bit of a deflection by the seller - was it ebay so something?
I don't think that will fix it but do it and then make the call. Don't forget to stand to the side as I guess you are doing it under pressure.

Yes it was ebay. I would expect a good business to just organise a replacement straight away at least after some quick testing. I am not even sure if they can legally require me to sort it out with the distributor.
There's principle and there is expedience. You don't want to waste too much welding time (or pub time) on it. The question is, how does the manufacturer view an eBay reseller? Is the seller an official reseller?
You might have better luck asking for a refund from the eBay seller. The item is faulty after all. Correspond via eBay messaging and open a case if necessary.

Having worked for 20 years maintaining/repairing and calibrating 50 gas analysers daily for nitrogen, argon and oxygen production quality control, I've designed gas sampling systems using multistage/precision and back pressure constant velocity etc etc.. Working in PPB(parts per Billion) system design is critical eg zero volume couplings, polished bores...ad nauseam
On my personal MIG/TIG shielding reg's cheapest bog standard I can get without issue.
On thing I am cautious of is the robustness.
