I'm sorry mate but you can't fail the mot for no fenders, its not an mot issue, its a Construction & Use issue, If you had fought it you would of won.

I got pulled up for having wheels that protruded from the arches in a Mini and it failed MOT for the same reason. If a car goes through IVA before registration with arches on, the arches have to stay on, there is no grey area. Exposed rims on a car or motorcycle are a MOT fail whether it's raining or not and are illegal. Cycle wings on a car have to cover the rim and the outer profile of the tyre.
