Here is what the governor that's fitted to the red one pictured above looks like taken apart

You guys are awesome - thanks! The governor above is a smaller or at least newer version. Eil send a diagram which is helpful and explains that the shims control the differential. It appears to seal on the brass seat which may be damaged. I guess the only thing I need to know now is the ball bearing size for my older model. Oh, and does anyone know if there should be a small bleed hole in one of the unloaders to release pressure when the ball seats?

Duh. I didn't see the two different types of governors in the images. My one is missing the brass piston. Now I see the issue. A small ball bearing an the piston. Eil, if you still have it in bits can you please measure the brass piston that the ball seats into please? Time to break out the lathe!

If you don't have any luck with the old one you an still buy the Bendix equivalent, we have these on engines at work and they are very reliable.

Thanks for everyone's help on this. FYI, it turned out to be the spring that was the problem. I guess it was just metal fatigue after 50 years, but a new spring allowed the ball bearing to seat correctly and it seems to be fine now. Thanks so much guys!
