Either the headstock or the proper bush could be used as a reference to set the top slide angle.

You might find it has been case hardened or Nitrided, in which case once you machine off the outer few thou' it should be easier.Having just compared the measurements taken your the LOO bushes and measurements taken from the L16 bush at a length of 63.6mm the tapers appear to be the same. So this should be easier than it seemed at first, set the taper to the L16 bushes taper, machine down to 38.25mm at the small end, then part off at 63.50mm which should give me a large diameter of 41.20mm.
Now I just hope the L16 bush will machine, successfully...
a quick check with a DTI clock gauge and we are go to go Houston. However would the small chuck be better held on its body?? in the lathes chuck

How big is the lathe chuck? The small chuck looks dwarfed by it, yet its swallowed a 19mm drill.
Nice workaround! It's stating the obvious but keep an eye out it doesn't get warm when being machined and start slipping. Plenty of coolant should help I guess.
For a nasty moment I thought you had somehow managed to grip the small chuck jaws in the big chuck, all is clear now, good luck, fingers crossed for you.
