My current, & previous phone, are Doogee's. Not had any issues with either. Performance is good. That's why I chose one of their tablets.

I looked into GPS on iPads before and found GPS only worked on the ones built to take a SIM card. Reading your explanation, that makes sense now if they use the cell towers.Turns out AGPS (assisted GPS) is dependent on cell towers / an LTE signal for positioning so that rules it out for me but in every other respect that Doogee U11 looks v impressive.
This is my problem. If I had a decent tablet I would need it to run windows programs.I always liked the Amazon ones...
Not standard android so app choice was a bit restricted when I last used one - mainly use macbook as I prefer a keyboard.
Notice you said that you don’t want an iPad, you didn’t say why but in my opinion they are the best mobile tablet by a long way, I don’t buy mine new, when I need to upgrade I get one which is a past generation one with grade A condition (means like new condition ) from a company called CEX, they give a 5 year warranty, a new one only comes with 1 year warranty, they’ll also have tablets not by Apple, most large towns will have one of their stores, maybe worth a look as it’s significantly cheaper than buying new.I'm after a new tablet for general web surfing and forum browsing as my current Samsung Tab A is getting slow and the Ebay app won't now work on it. It's about 8 years old and a 10.1" screen.
What do people use? I don't want an iPad or another Samsung one after the truly appalling treatment Samsung gave me a couple of years ago with a new phone.

I'd assume the same applies to other tablets - GPS will likely work on a tablet that you can put a SIM card into. likely won't work on the others (you don't need a SIM card fitted but I think the tablet needs to be SIM-able).
Tip: don't rely on the technical descriptions on Amazon / Eb@y etc, I've spotted some that had mistakes so always confirm the specs on an official site.
Thanks, to see if it has dedicated GPS I think you'd have to remove the SIM, turn off WiFi on the tablet & then see if it'll find your location when your using Google maps or the like.... But that's a bit of a guess as I'm not 100%What's AGPS? If I can test/check this one for you, I'll test.

On Amazon, I've been pleased with mine
The only PITA I have encountered is that most of the apps are no longer supported. Even You tube. if I want to use YT I have to use either my smart phone or Desktop.My Tab A is still working okay, albeit more slowly.
Now this is what's making me hold off one of the Doogee ones! The spec looks very good for the money and the reviews are good but I don't trust the Chinese as far as I could throw Donald Trump!It won’t be capturing data like a lot of the cheap off brand (or Amazon) ones
