On my 2040 it was leaking hoses on the unit, replaced them and was ok. Malpas prices are imaginative, not for the faint hearted.
What about repair kit?

was that painted blue so nobody would steal it?........
Used to buy the paint in five gallon drums, everything got gagged in it, including the trucks

So a small update.
Had a good look over the tractor today. Oil level is fine. Oil on the dipstick is clean (FWIW). It has two filters - one for the transmission as Bob says and the other is the big black canister above for the return hydraulics. There is no filter on the steering lines unfortunately although there potentially should be one where Bob says. I have rubber host in this area so dont know if one has been removed at some point. There are no external leaks on the steering system including the orbital unit (as far as i can tell, the 'service kit' is a seal kit, so wont do much unless there are external leaks).
Bit dissapointed there isnt a leak as that would be easy to fix!
Didnt turn the tractor on today, but if I turn the steering wheel (engine off), i hardly needed to turn much at all to make it move the wheels (too heavy to really turn when off but they react quite quickly) - so I am not sure, but think this may be pointing to an oil supply issue when running? So could be filter related or bypass valve related as a few of you have suggested? Think maybe I do do a drain, change both filters, check bypass valve and pickup screen and see what that does?

Taking more of a look this evening and the hydraulics seem to get a bit weird for my head. The return line from the orbital unit runs to the top of the brake cylinder. That seems to have an outlet hose that heads back towards the back end in a very indirect way. It crosses to the left side of the tractor under the cab and backwards. As I traced it, I thought I had found the steering filter Bob mentions above but further investigation reveals its a ball valve! I was puzzled and then wondered if it was fitted so the brakes could be locked as a security measure? Either way, it seems to be where one would expect the filter cartridge to be!

The cylinder has 316 1/4 1000 WOG on it which turns out to be a ball valve. I don't think this is the problem though as it should be open? and the brakes work.
Some bits look weepy in these pictures but there isn't masses of oil anywhere so I don't think anything is leaking.

Do you have a manual with a hydraulic circuit diagram?
I think its unlikely the return line is the cause of your problems, if its cavitation, it will be on the pressure side.

I do, but am struggling to decipher it. I was trying to follow the lines to understand the setup an help with the diagram.
I did think the same about the pressure side but it was bothering me where this filter was... turns out its definitely not fitted!!
Ok. One more question for now. Does the transmission filter need any sort of special proedure to change on these? I was talking to someone today who said the outer cartridge was fine DIY but the transmission one was a dealer job as they had to fill it under pressure? Didn't sound right to me but wanted to check. I suspect he thought it was a newer model or something.

Quite right Brad, especially the one underneath, not many realise its in there so they often goes unchecked for decades. Next up would be the flowshare/priority valve or at the very least get some pressure testing done.

Jackup from side to side or front and back see if you get more out!
I'd love to say I thiught it was a bit of old gasket but it's too hard, thick and snappable to be that I think.
I don't know the history of this tractor prior to me buying it in 2022. So it's possible this oil hasn't been done for some time. I don't do loads with it so it won't have clocked up many hours with me.
Soooo. To update:
1. I drained the oil as above and the pickup screen was caked in brake friction material

3. Brakes are now all changed and bled and are working properly
4. It has new oil and filters in it
5. Took it for a drive and the steering is still terrible
6. Got it back in the shed and checked took off the steering pressure relief valve (it isnt marked as a priority valve in the parts book, but a pressure relief valve). This was full of muck and i suspect not working as it should have been
7. Took it for a drive and the steering is still terrible!! (tyre pressures are fine)
Over a 0.3 mile straight piece of road, I needed to turn the steering wheel 3.5 times to the right to keep the tractor out of the ditch. I know its a tractor and bouncing around it will need the odd correction of the wheel but 3.5 whole turns while driving in a straight line for 0.3 miles cant be right!
My thoughts now are that the steering control valve could also be full of muck. Should I take this apart and clean it now? If brake friction material has made its way in there it might be blocking ports internally?

Much of the goop came out of the bottom of it which doesnt get a lot of flow and wouldnt naturally have been flushed with the oil change, but i did remove a nugget of something (old gasket or friction material from the spool valve once removed.
