Not having a decent WPM under the floor slab , like my garage ( it does not have any ) allows moisture to creep by capillary action to rise up through the floor ( often noticed a day or so after some heavy persistent rain ) , it evaporates in cooler air giving a damp atmosphere . Cover it with rubber like you have & the floor will sweat between any unsealed seam .
Now I've put the vent in it's much reduced but I still get a skin wetting wetness under my rubber floor mats where it cannot breath & evaporate off . Due to living mid way on a long steep hill , really prolonged periods ( days & days ) of heavy rain see the wetness actually start to form shallow puddles in places on the floor .
