I've vacuumed / blown out holes before THEN used this puffer and LOADS more dust comes out. I think it's the push/pull action of the "puffer" dislodges everything loose. Far better than a vacuum (suck) or a compressor (blow) imho.
If you modify an airline blow gun by fitting some nylon tube at the nozzle side you get something that will reach the bottom of any drilled hole & blow it out towards the outside.Here you go:

In my ever so humble opinion I think the pressure from a compressor is too great. It forces the fine, loose debris into the side walls of the hole. It's already pretty loose having been vibrated by the drill. The subsequent resin sticks in part to that debris rather than the "solid" side walls. The hand puffer has a push me/pull me action that agitates the debris until is puffed out. As I say I've tried a vac and a compressor before then been amazed the puffer got more out.
The small "pockets" in the side wall of the drilled hole are orientated randomly, some face outward, some face inwards. Poking a compressor in there with a jet of "one way" air pushes debris into an outward facing hole and it stays there. Until that is resin sticks to it rather than the edges of the clean pocket.
We fit safety harness eyebolts, lots of them. Used to use Rawl resin now gone over to Fischer. I don't ever recall either product suggesting a vac or compressor. They all I'm sure do their own hand puffer. The little install diagrams I seem to recall show a puffer too.

I made my own puffer bottle when the bulb valve on mine got blocked .
Use a big coke bottle , turn a nylon plug for ( wrapped in insulation tape for a good fit ) it , bore it to a tight fit to insert a length of 1/4 " ish tube . Cut the tube in a long slanting cut to narrow it down to feed it through the bung's hole . or Center through drill a turned bolt that you've put a spigot on the end to take the tube & fit it in the bottle cap with a nut on the thread .
A lot of the commercial puffer bulbs have a one way valve in them that gets blocked with drilling dust .

Some data sheets suggest you use the supplied mini bottle brush in the hole to loosen material still in the hole once you've blown the hole out , then having it brushed loose blow it out again for a super clean hole to use their liquid resin anchors in.
