Ed, the lower section of the twist lock is for locating so the lower will come up through the chassis plate that should be the same shape as the lock and not round and into the frame on the picker plate which should also be the same shape, all the top part does is go up through the pickers chassis plate ,rotate 90 degrees and then clamp down using the adjuster.. All the locating is done through the lower section of the twistlock which is why it needs to be a snug fit through both upper and lower plates.

. Reason I got these ones were a) they were cheap and b) they had a screw on them to clamp things down properly.
. Mine should have a handle on the bottom (it has provision for it) but I was too cheap to buy one (plus I couldn't work out which was the right one) so I'll make one instead. There's a spare roll pin at the bottom of the thread which allows you to put a handle through to do the 1/4 turn twist as you describe.
so a couple of ratchet straps and the bucket sufficed.
