I was going to ask if she was lying in a marina yard, or something - many have a closed list of contractors (who can then charge what they like, if so inclined...)I don't think they let anyone else on site,

I remember when I 'cut and polished' a 38 footer, with a 'sponge mop' , back in 2010,Fine cutting compound and a decent rotary polisher wih water will certainly help.
I always think once they are painted its a slippery slope.
You can bet your bottom dollar that the site owners would be getting a sizeable percentage of the 15 grand that sand blaster quoted you then.I asked today about bringing in my own sand blasting contractor and got flat told no. Only 2 are allowed on site.
