Comes as standard on all stock cars. Usually after a visit from the fence
The bangers come with strange smell effects too.

Why are there four pedals? Independent braking from one side to the other?

Yes 2 brake pedals. I can't say for woodys but my old f2 had 2 brake pedals but they were not independent to braking each side. They both operated one master cylinder to all 4 wheels.
quite often I used to left foot brake and if things were going a little pear shaped press both for a bit more stopping force.

Yeah as Richard said it's so you can use the throttle and the brake at the same time to settle or upset the chassis depending on what what trouble your in
