Abrasive wheels chappie said you don’t need 110 in a fixed installation in a workshop. It’s only for temporary power. So in a workshop you can use 240?

Yes 110V is actually +55v and -55v so the biggest potential to earth is 55v so it's deemed safe enough to use as temporary power with no earth leakage protection. Your workshop tools can be 240v because they are fed from fixed installations so they will (should) be on protected circuits.
