Oh man, I have just figured out what the problem is, well hopefully I have 
On my Phoenix 330 there is a key to lock out settings being changed except for things like wire feed and voltage trim, I set it to unlocked and took the key out. The Wire feed unit for the Phoenix 355 also has a key and I bet it is set to the locked position
I am home now so I will have to wait until tomorrow to see for sure.
