I really do appreciate the support and information you guys are giving me here. Thank you.
Engineer has now come up with a solution which is to basically weld a channel to the column, bolted to the slab with a base plate and providing a plate at the top to provide additional bearing for the beam.
This provides 2 solutions...
1. Remedies the risk of catastrophic failure due to the bad welds that are inaccessible to easily remedy.
2. Strengthens the column which was supposed to be a 203 instead of the 156 installed (still proven in calcs but only just!) This was the architects fault for sending the wrong version of calcs to the builder, which is a saving grace as that is what drew my attention to the welding.
I now just need to find a welder that is a proper welder and have the builder commission them. Anyone that is aware of a reputable company or qualified individual in the North East area please let me know.
You all seem like a cracking set of guys and I kid you not I want to try out this welding in my garage once the house is built. I've watched that many YouTube videos on it now I'm practically a desk side expert. Don't worry however, have no intention of doing any structural welds lol.
