Having spent many hours in my younger days with outboards, my advice, they are like landrovers, buy the best you can afford, dont scrimp, it will end up, buy cheap buy twice.I really don’t want to go for anything too old, plus a local client is also a Tohatsu sales and service agent to looking after that engine should be more convenient and hopefully less costly.

They are 2stroke being ex rnli and weigh less than a 30hp 4strokeI think 40Hp would be a bit on the big side for a 12' skiff, also likely a bit heavy although they may be 2 strokes?

If it's only rated to 20hp the link I gave you he has a nice yam 25 fourstroke for I think £999I think I’m pushing my luck with a 30. The boat is only rated to a 20, so a 40 is out of the question I think.
I've stuck with 2stroke because you get fast aceliration and light weight and ease of service but beware most places have band them from pleasure use that's why I recommend that Suzuki there built proofI’m staying away from four strokes, too much weight and complexity for me.
I can live with the noise and bad fuel consumption as it’s an occasional use toy.
