An attachment that would screw on to the grinder thread with a guide bearing and two steel cutting tips.Head?
It would also need a base-plate that would fit to the guard mounting points or the gear head to set the cutting depth.
A vairable speed grinder would be a good starting point.
I was thinking of a variation of the router bit below (which could fit in a die grinder and do a similar job if the tips were up to it, which I doubt)
