I used to do service surveys & reports on emergency generators. The amount of non-compliant fuel systems in bad order still in use by public utilities and businesses is one heck of a lot!
Given the potential fines for noncompliance (let alone if a spill occurred from an illegal commercial tank) the financial risks being taken are not good, while the potential pollution damage from just one tank/pipework fail - massive.
I flagged dozens of tanks that didn't get addressed due to "not having the budget" (while those same organisations found millions of £ annually for bonuses for their top brass).
