I need advice on how to finish this, I've been over it with 40 grit paper on a half sheet sander and it's smoothed it quite nicely but it's brought up loads of fibres, like this;

The plan is to go over it again with finer paper, probably 120 and 240 grit, but I'm wondering if I should seal it with something first, some thin PVA or varnish to soak in a bit and stick all the fibres down, before I continue sanding?
I'm not sure what to paint it with when it's all done either, all I've got to hand is creosote, which I don't fancy sitting on, or eating off. I don't really want to use fence paint, I'd rather some sort of stain or varnish, I'll ask my dad if he's got any exterior Osmo stuff but failing that I'll buy whatever people say is best.
Go over it with a fine grit paper, & then again when you've given it the first coat of whatever you use.
