Oil filter take off plate, due to the oddball rover thread these are usually very expensive, but I paid £16 as it was in a clearance section. Rrp is about £80
Possibly part of a toolkit supplied with a Riley car. If so, possibly pre-war because AFAIK the post-war cars were not issued with toolkits, apart from a wheelbrace and a jack.

The tap wrench is interesting Vark. It looks like a hand made piece. I've one identical that I made when I did 6 months workshop time in 1972.
