Something's not right with that, you've got to do a turn before it engages. There shouldn't be that space on the front bit of the screw. Looks like it's been repainted, chances are it's not had the taper pin replaced to tension the screw again, it's an easy job and you can use a roll pin if the original is lost.
I've taken apart a number 2 before, it's fiddly dismantling them fully. There's another taper pin at the back of the base, knock this out first and the nut is dovetailed into the casting, you can use the screw (once unwound fully) to tap the dovetail out carefully if it is seized in place.

Apparently (according to the plate) it will weld 0.9mm/20swg sheet minimum and 9mm plate maximum.
