It is a roller crowbar - used for lifting milling machines and lathes etc.
I suppose you could use it for lifting drains as well.

and saw a box of bits that had big nuts and bolts and studs and some large box spanners sitting on a skip.

Mirka abrasives used to be just down the road from me, their skip was full of boxes of sheets, giant sanding belts, and rolls of abrasive. I've got a lifetimes supply.Went to look at sanders and ended up coming home with a bosch grinder as a spare for £25 even though it said £30 and a mirka hand sander kit that was £20

Rescued that, not 10 minuets ago. It was destined to the skip, as it was pig to start and was to noisy.
Fuel tank of fuel as well.
I have no use for it, but I will give it to Men In Sheds.
You must hang around skips all day long to get these bargains!
That image is as it was dumped at my feet.
Popped into my local scrap yard to drop some well scrap, nothing special and not much weight and while I was there something got my attention, ended up doing a swap, think I had the better deal
Gonna find it really hard to top this one.
