Personally I would test where the bolt was stuck I would do that with a pair of vice grips and see if the bolt moved albeit slightly that tells you a lot, if it moves rotationally slightly it usually tells you where the bolt is jammed ie further down the bolt towards the thread, if it is solid it will be locked higher up in the block.
Also these engines BTW have 3 different length head bolts, are you sure you are measuring correctly ?
