What about welding a plate on the drill bit and jamming a bottle jack where the drill bit goes into the floor, jack it out.

given the amount of time you have used trying to get this out, might it be a good idea to cut it off as low as you can, fill the hole with cement and start a new hole a bit to the right?

cant you just cut it off flush with the concrete and use the new hole that youve drilled beside it
ah ,, sorry ,,, have you oxy acet handy , you could bend a 90 on it to get some purchase for twisting or pulling , even a chain block and a simple frame may get you a good pull , and use the long end on the 90 for a wiggle , bung a pipe on it for a bit more leverage if neededNo. I want a 63mm duct through there.

put a squirt of washing up liquid down the flutes of the drill and a kettle of boiling water first too, then let it cool and give it a go ,, may as well have everything you can working for you as against youPipe / leverage is worth a go. Got some thick wall tube here.
