Mystery ( to me ) tool, my best guess is an o ring expander tool ?
These are hellerman pliers. A hellerman sleeve is a short rubber sleeve used to insulate and strengthen soldered wire joints or uninsulated crimps. Very popular in the MOD before heat shrink sleeving became the norm.
Basically, you dip the jaws in hellerman oil, and then slide your sleeve on. Squeeze the handles to expand the jaws and open the sleeve, pop your cable or cables in, and release the handles.
The oil has an addative that makes it go slightly sticky after a while to stop the sleeve sliding off.

Does anyone want them, for the cost of postage ?
Bought a bunch of refillable brush pens. I want to try and put my own layout fluid in them, see if it works out. The widest one looks like the best candidate. Could be a very handy applicator, might also work with the commercial stuff. Need to find out if the pens survive the solvents. I am trying to think outside the box...

they are for stretching insulating rubber sheaths to put over uninsulated crimp connectors, its what was used before the ones you get now with moulded plastic fitted already. by this I mean the electrical eye let connectors. that will teach me to post without reading all the rest first....
