We had similar late yesterday . . then it melted a bit . . . then it froze . . . I woke to the sound of it crackling as a van inched down the road.
No chrome back then, pre 1929ish would have been nickel.It's a while since I researched it. Looks like that agrees with my 20s thoughts. Measuring from the underside of the base to the tip of the wings. Is approx 14.8mm.

Unfortunately, time hasn't been on its side, some time in the past it was thrown into a rubbish pit, my Uncle later excavated looking for pottery.
