That heater, there is a thermal cutout in them, might be a resettable one or it'll be a thermal link poked into a hole on the boiler , they melt if it's been run without water to protect the element.
The element can be tested, measure from the spade connector points to earth, it should be clear/high ohms, then measure across the two elements tabs you should get about 25 ohms on a good one.
Heater element good, the small wheel temp control is fully working.
Heats up water a treat, well the water what stays in.
The out let pipe leaks like a good one.
Could be the hard water deposits, I will take a deeper look soon.
